How do I apply for a connection?


To apply for either an electricity or water connection, please
download and complete the application form, and return it to our Customer Service department.

Registration of Small Scale Embedded Generators (SSEG) smaller than 100kW. ​


Before any installation of an SSEG, for example solar PV panels or wind generators on your residence or business, you must contact the Electrical Engineering section to register and obtain the technical specifications for your installation to comply with municipal standards. This is a requirement of NERSA and the municipal by-laws.

Wayleaves | [Back]

A wayleave is permission to traverse property not owned by yourself in the following ways:

  1. The provision of services (water pipes, telephone lines, roads, etc.)

  2. The provision of information (signage)

  3. The construction of any surface or underground structure which could limit land use to the land owner in future

Before the construction, paving, laying of pipes, planting of poles, etc. take place on municipal property, a wayleave must be applied for and granted by the both the Civil Engineering Sections as well as the Electrical Engineering Section of the Sol Plaatje Municipality. If a wayleave is approved, it will be approved with conditions and granting permission to the applicant to proceed.

Upgrading of Sidewalks | [Back]

The following applies to the upgrading of sidewalks:

  1. A sidewalk is the property of the local municipality and forms part of the road reserve.

  2. Sidewalks are proved strictly for the use of pedestrian only, unless a lawful sign indicating contrary.

  3. Unauthorized encroachment onto a side walk is an offence, and any extension of erf boundaries onto sidewalks is not allowed.

  4. Any upgrades to the sidewalk (planting of vegetation, etc.) must allow for a minimum pedestrian walkway of 1.5m as well as not impede driver visibility.

  5. The Sol Plaatje Municipality take no financial responsibility for any illegal structure located on the sidewalk which is damaged in our efforts to provide municipal services.

  6. Should there be any loss or damage to Sol Plaatje Municipality as a result of illegal structures, the cost of any such damage or loss shall be transferred to the parties responsible for the illegal structure.

Lowering of Kerbs​ | [Back]

Before lowering municipal kerbs, the applicant must first obtain the necessary approvals from the City Engineer's office. The applicant is also liable for all fees for lowering kerbs as well as inspection fees, payable to the Sol Plaatje Municipality.

Outdoor Advertising | [Back]


Who has to submit an application?


No person shall display or erect any advertising sign or hoarding or use any advertising sign or hoarding or use any structure or device as an advertising sign or hoarding without first having obtained the written approval of the council (unless the sign in question has been specifically exempted in the City's Outdoor Advertising Bylaw that was were published under Local Authority Notice 1818, dated 7 July 2014).

Once a sign has been approved by the council, it may not be altered, moved, re-erected, or any alteration made to the electrical wiring system (unless for repairs and maintenance) without applying to the council for further approval.

What if I fail to submit an application?


If you have chosen to erect an advertising sign or hoarding without having the application approved, an enforcement officer is entitled to enter your property and order construction to stop immediately. A court order could even be obtained for the structure to be removed, at your expense, and you would be liable for legal costs as well. In serious cases, you could be fined.

What is the Street Trading Control By-Law, 2006


 The informal trading or Street Trading control by-law of 2006 provides for the control of all street trading in the Sol Plaatje Municipality. The By-law governs the procedures that deals with the issuing permits, regulated trading spaces, and roles and responsibilities of the various role players involved in the management of informal traders in Sol Plaatje Municipality.

How do I apply for an informal trading permit?


 Application forms can be collected from the LED department at the following location between 07h45 and 12h45, and 13h45 and 16h30, Mondays to Fridays:

Applicants must return the completed application form to any LED Officer along with the following supporting documents:

  1. Certified copy of their ID's

  2. Proof of address

  3. Municipal statement of account

The turnaround time for an application is approximately 30 days. If application is not approved, then the applicant has the right to appeal decision. For more information, please contact:

How much does an informal trading permit cost?


According to Municipal tariff structure, the costs to an informal trading permits are as follows:

  1. Stalls with storage facilities R292.00 per month. A R2200.00 refundable deposit is to be paid in advance, this is to ensure that the stall is registered in the name of the account holder.

  2. Stalls without storage facilities (street trading): R140.00 per month.

  3. Fruit and Vegetable structure: R191.00 per month

  4. Pension pay point: R56 per month

  5. Special events: R56 per month

  6. Caravans within the CBD: R370 per month

  7. Caravans outside of the CBD: R186 per month


For how long is an informal trading permit valid?


Informal trading permits are valid for (1) one year.
