The establishment of the Investment Promotion sub-unit is part of a strategy that ensures that there is a concerted coordination to retain and expand (existing businesses) and to attract new investments into the area. The Investment Promotion sub-unit is located in the LED Unit of the Sol Plaatje Municipality. The Investment Promotion Manager reports to the General Manager: LED.

JOB DESCRIPTION

 

The Investment Promotion sub-unit’s role is the facilitation and management of all Investment Initiatives into the SPM area, to promote Kimberley and surrounding settlements as a preferred destination for Investments. This is done in consultation – and cooperation with all the relevant stakeholders; both within and outside the Sol Plaatje Municipality.

CURRENT PROJECTS

 

INVESTMENT INCENTIVES

The Investment Promotion sub-unit’s role is the facilitation and management of all Investment Initiatives into the SPM area, to promote Kimberley and surrounding settlements as a preferred destination for Investments. This is done in consultation – and cooperation with all the relevant stakeholders; both within and outside the Sol Plaatje Municipality.

Urban Development Zone (UDZ Tax Rebates)

On 10 December 2004, National Treasury promulgated the Urban Development Zone incentive scheme in various Municipalities; Sol Plaatje Local Municipality is one of the said Municipalities. This incentive scheme is aimed at promoting and stimulating the revitalisation of the inner city and act as a catalyst for economic development in the UDZ and the immediate surrounding areas.
Through this incentive, Property Owners in the UDZ are encouraged to renovate and improve the value of their buildings; property owners will thus benefit by obtaining a tax rebate (from SARS) on the income made from the said properties.

BPO & O (Call Centre)

The Sol Plaatje Municipality views BPO & O - part of its overall Investment Promotion strategy - as a key contributor to the economic development of Kimberley. BPO & O initiatives are therefore given all the necessary time and resources available.

MBD CALL CENTRE

In May 2008, MBD and the DTI approached SPM for the establishment of a 125-seat call centre. At the said meeting the Investment Promotion Unit provided MBD with a value proposition of Kimberley as a preferred destination for investment. In January 2009, the DTI awarded MBD the incentives to establish a Call Centre here in Kimberley; this was awarded in terms of the DTI’s Project CC 22 programme, under which the DTI awards incentives to companies that agree to locate some of their operations in towns with depressed economies.

The 125-seater MBD Call Centre started operations on the 1st April 2009 with a staff complement of 60 people, and was officially launched on the 12th May 2009. To date, approximately 180 people are already employed on a full-time basis. It is estimated that by April 2010, a total of 260 people will be employed in the Call Centre. This investment is worth R70 million over 5 years, and represents a major vote of confidence in Kimberley as an investment destination.

SPM VALUE PROPOSITION

In November 2007 the DTI started process of compiling a value proposition for Kimberley (see copy of documents attached).

In March 2008 the DTI assisted SPM with the finalizing of a marketing strategy of the value proposition (see the document attached).
