SOL PLAATJE MUNICIPALITY TO BE PERFORMANCE ORIENTATED

The Sol Plaatje Municipality has prepared its 2010/11 Service Delivery and Budget Implementation Plan (SDBIP) and published it recently. The SDBIP is the “contract” between the Municipal Administration, Council and the Community to deliver on the services outlined in the SDBIP and to manage the finances of the Municipality in a transparent and accountable manner. Not only will the SDBIP serve as an appropriate monitoring tool in the execution of the Municipality’s budget to achieve key strategic priorities as set by the Integrated Development Plan (IDP), but will also serve as an essential part of the annual performance contracts for the Municipal Manager and other senior managers and provide a foundation for the overall annual and quarterly organisational performance for the 2010/11 financial year.

Performance agreements for the Municipal Manager and Managers that are reporting directly to the Municipal Manager have also been prepared and the Municipal manager has signed a performance agreement with the Executive Mayor on 30 July 2010. The following senior managers have since signed performance agreements with the Municipal Manager:

Executive Director: Corporate Services
Executive Director: Strategy, Economic Development and Planning
Acting Executive Director: Community and Social Development Services
Acting Executive Director: Financial Services
Manager: Project Management Unit
Manager: Integrated Development Planning

Performance assessments of the performance of the Municipal Manager and other senior managers will happen on a quarterly basis. This process will now ensure that performance of the top management of the Municipality be evaluated and the necessary corrective steps are taken where under-performance is detected – but it will also ensure that exceptional performance is awarded.

In 2003, the Minister of Finance. Trevor Manual introduced a tax incentive an incentive toUDZ encourage investment in areas with high population carrying capacity, central business district or inner city environments and areas with developed urban transport infrastructure.
This incentive has been effected by the insertion of section 13 quart into the act.
The tax incentives, where claimed, reduces the taxable income of taxpayer.

Sol Plaatje Small Business Week

Sol Plaatje Municipality hosted the Small Business Week at Mayibuye Multipurpose centre in
Galeshewe. The aim of the small business week was to facilitate the presentation of tangible businessSA Guatemala
opportunities, skills development workshops and business linkages. The event was 3 days of business
opportunity exhibitions, seminars, workshops and networking sessions.
The programme of the event was 3 days long, and representatives from different organisations were
invited to make presentations regarding their service offerings and opportunities.
